In this context, digital development plays a crucial role in the transition towards a digital economy by fostering the adoption of information and communication technologies (ICT) across various sectors, thereby stimulating economic expansion and enabling the formation of intelligent societies that utilize ICT tools in decision-making processes.<br /><br />This research is founded on the premise that establishing smart societies reliant on ICT-based decision-making necessitates a robust digital development framework, which in turn fosters a digital economy capable of achieving sustainable development. The study addresses two key dimensions: the first examines the components of the digital economy from both supply and demand perspectives, while the second explores the position of Arab countries in digital development—whether they are actively engaging or remaining on the periphery—and how they can navigate potential challenges during the transition.<br /><br />The findings indicate that embracing digital development is an imperative choice, as it serves as a cornerstone for sustainable development now and in the future, given the availability of human, material, and financial resources in most Arab countries. The research concludes with several key recommendations, including:<br /> • Developing national digital transformation plans aligned with each country’s specific needs and capabilities.<br /> • Strengthening the role of the private sector in fostering a digital economy.<br /> • Increasing investment in research and development for ICT and its infrastructure.<br /> • Expanding e-government initiatives.<br /> • Empowering women in the digital economy.<br /> • Encouraging foreign and domestic investments directed at transferring and localizing ICT advancements.
