Administrative law is considered a pivotal tool for achieving Sustainable Development Goal 16, as it reinforces the principles of good governance, transparency, and accountability, and ensures the establishment of strong and just institutions capable of protecting rights and promoting justice for all. The role of administrative law emerges as a regulatory and procedural instrument that guarantees the proper functioning of public utilities, ensures respect for rights, achieves a balance between authority and freedom, and strengthens the rule of law. Administrative law lays down clear rules governing the relationship between the administration and citizens, thereby preventing the abuse of power and enhancing trust in public institutions. From a procedural perspective, administrative law ensures procedural justice through mechanisms of appeal before administrative courts, enabling individuals to protect their rights against unlawful administrative decisions, thus realizing the principle of justice for all. Administrative law also combats corruption and bribery by imposing rules of transparency in employment, government contracts, and public procurement, thereby reducing opportunities for corruption and enhancing integrity. Furthermore, by organizing administrative structures and defining their powers, administrative law contributes to building strong institutions that are effective and capable of responding to citizens’ needs. Administrative law also plays a role in protecting fundamental rights and respecting constitutional rights such as freedom of expression and participation in public life, which enhances social stability. Administrative law is not merely a set of regulatory rules; rather, it is a means of achieving sustainable development by entrenching the principles of justice, transparency, and accountability. By activating its role, states can move closer to achieving Goal 16, and build strong institutions capable of confronting challenges and ensuring a more just and stable future. Asst.
