Decisions of the Ministry of Higher Education and Scientific Research and Their Role in Clarifying the Mechanism of Examination Committees

Introduction Examination committees are considered one of the fundamental pillars for ensuring the integrity of the educational process and the quality of its outcomes in higher education institutions. In Iraq, the organization of these committees is governed by the decisions of the Ministry of Higher Education and Scientific Research, which aim to establish a clear regulatory framework that ensures examinations are conducted in an orderly and fair manner, while minimizing violations and irregular practices. Legal and Regulatory Framework The Ministry of Higher Education and Scientific Research has issued a series of decisions and organizational instructions that clarify the competencies of examination committees, from their formation to the issuance of final results. These decisions are based on internal university regulations and the Higher Education Law No. (21) of 2018, which defines the responsibilities of universities and colleges in organizing examinations and ensuring the quality of academic performance. The Role of Ministry Decisions in Defining the Work Mechanism Formation of Committees: The ministry sets criteria for selecting members of the examination committee, including professors and academic staff with relevant experience, to ensure integrity and competence. The decisions specify the formation of main and subcommittees according to the type of examination (theoretical, practical, oral). Defining Committee Responsibilities: Supervising the distribution of exam questions, ensuring their confidentiality, and monitoring the implementation of the exam according to the announced schedule. Overseeing the examination process and ensuring compliance with the rules and instructions approved by the ministry. Handling any violations or irregularities during the exams and preparing official reports on them. Organizing the Grading and Approval Process: Establishing clear mechanisms for distributing answer sheets to graders and standardizing grading criteria to avoid discrepancies in scores. Approving exam results after review by the examination committee and ensuring transparency in the process for students and university administrations. Importance of Decisions in Ensuring Integrity and Academic Quality These decisions contribute to: Clearly defining the responsibilities of committees, reducing overlaps and discrepancies in their work. Enhancing transparency in exam management and protecting students’ rights. Supporting academic oversight and strengthening the credibility of Iraqi universities’ results both nationally and internationally. Conclusion It can be stated that the decisions of the Ministry of Higher Education and Scientific Research represent an effective organizational tool to define the mechanisms of examination committees and ensure the integrity of the educational process. With the ongoing development of higher education, it is necessary to update these decisions periodically to keep pace with modern challenges, including electronic exams and digital transformation, in order to ensure educational quality and the stability of the academic process in Iraqi universities.
