Human resource management is one of the most important
departments in any organization, as it is concerned with developing human capital and raising its efficiency to achieve the organization's goals. Performance evaluation is considered one of the most prominent tools that human resource management relies on to improve employee performance and develop their capabilities, which positively impacts the overall performance of the organization.
The Concept of Performance Evaluation
Performance evaluation is defined as a systematic process that aims to measure the level of employee performance and compare it to predetermined standards, with the goal of identifying and reinforcing strengths and identifying and addressing weaknesses. Performance evaluation also contributes to guiding employee behavior towards achieving organizational goals.

The importance of performance evaluation in human resource development is evident in several aspects, the most important of which are:

Performance evaluation helps identify employees' training needs, enabling the organization to design appropriate training and development programs that contribute to raising their efficiency and skills.

A fair performance appraisal system contributes to strengthening the principle of fairness among employees, especially regarding promotions and rewards, thus increasing trust between employees and management.
3. Motivating Employees and Increasing Job Satisfaction
When employees receive clear feedback on their performance, they feel valued and cared for, which enhances their motivation and increases their job satisfaction.
4. Improving Decision-Making
Performance appraisal provides accurate information that helps management make sound decisions regarding promotions, transfers, incentives, or even the redeployment of human resources.
5. Enhancing Communication Between Management and Employees
Performance appraisal helps open effective communication channels between superiors and subordinates, enabling the discussion of goals and expectations and the constructive resolution of problems.
