Cyber harassment has become an alarming phenomenon within educational institutions, as modern technological means have created fertile ground for unethical behaviors that undermine the dignity of both students and faculty members. Some students use social media to send messages containing inappropriate hints or images, and the reverse can also occur with some instructors, thereby damaging the proper educational relationship.

The problem lies in the fact that the Iraqi legal framework remains incomplete in addressing this type of behavior. There is no explicit provision in the Penal Code or the Higher Education Law that specifically addresses cyber harassment within the university campus. Victims’ complaints are often met with neglect or skepticism, driven by a culture of fear or a desire to protect the institution’s "reputation."

Nevertheless, this does not absolve the responsible parties of their duty. Educational institutions are required to establish clear and confidential reporting mechanisms. Lawmakers in Iraq are also called upon to draft strong legal provisions to deter such behavior.

At the same time, the societal dimension cannot be ignored. The problem is not merely legal but reflects a crisis of awareness and the misuse of technology. Therefore, combating cyber harassment requires an integrated approach that combines legal deterrence, societal education, and responsible academic administration.
