In accordance with the administrative decision issued by the Ministry of Higher Education and Scientific Research No. 7/35/5066 on November 29, 2022, the College of Fine Arts was founded for the academic year 2023–2024. Within the college, there are two departments:

1. Department of Art Education: Graduates of preparatory studies for the branches (literary, biological, and applied) are accepted into the department. Graduates of the Institute of Fine Arts (corresponding specialization) are also accepted. The applied arts program includes general education, family education, decoration, industry, commerce, agriculture, and computer and technology. After completing four years of study, the graduate is awarded a bachelor's degree in art education, which is the same as the certifications that government colleges and universities grant in this field.

2. Department of Design: Under this department, graduates of preparatory studies for the literary, biological, and applied branches of the Institute of Fine Arts (Design - Calligraphy and Decoration), the Applied Arts (Techniques of Architectural Design and Decoration - Calligraphy and Decoration Techniques - Ceramic Techniques - Clothing Industry - Printing Design -Fabric design - Art Education - Decoration Art), and the industry, commerce, agriculture, crafts and folk arts institute are accepted. A bachelor's degree in art education is awarded to the graduate after four years of study, which is equal to the bachelor'sthat government colleges and universities grant in this field.

The student will be prepared from the first to the fourth stages in terms of science and art, in addition to the skills he learns from the lessons of drawing, planning, colors, and handicrafts. He will also develop his culture by learning about the history of ancient, modern, and contemporary art, art schools, teaching techniques, and other subjects that will make him a successful student in the classroom.

Our goal is to create more opportunities for the creation of new departments for it, so that the building can be completed in accordance with a systematic vision that offers opportunities for growth and prosperity with its broadest and most comprehensive freedoms... and for the building's outputs to be tools. This institution holds its genuine pioneering role in creating creative taste and inspiring passion and drive to create the governorate and the nation. Its goal is to disseminate an academically framed artistic culture that is both effective and influential.

-The College of Fine Arts seeks to improve students' cognitive, psychomotor, and affective skills in order to bring about a behavioral shift. The department is a representation of an institutional educational system that addresses the field of art from all angles, including its performing, intellectual, aesthetic, and technical facets.

-Creating instructional strategies and tactics by utilizing contemporary instructional programs and approaches.

-Aim to foster pupils' creative thinking abilities rather than rote learning and memorization.

-Using contemporary tools and techniques for all forms of printing, including embossed, intaglio, and silk screen printing. renovating classrooms in terms of interior spaces and general hall design by utilizing the scientific, artistic, and skill capabilities of students in the interior design department.
