Despite the many years that have passed since the former Council of Representatives selected the immortal text of Al-Jawahiri, “Peace Be Upon the Hills of Iraq,” to serve as a new national anthem, this issue remains unresolved and lacks a final legal determination, notwithstanding the broad national consensus regarding its authenticity and depth of meaning. Al-Jawahiri’s words, rich in the symbolism of Iraqi identity and its civilizational history, represent not merely poetry, but the memory of a nation and its people. They pulse with the voice of the Tigris and the Euphrates, evoking Iraq’s geography and its unbreakable spirit. The consolidation of state identity begins with its symbols, and the national anthem is among the most significant and influential of these symbols in shaping collective consciousness. It should not remain hostage to procedural delays or administrative obstruction. The proposed anthem has fulfilled its constitutional and parliamentary stages; what remains is a clear governmental duty to complete the executive measures and submit it for final approval through an enforceable law. The adoption of this anthem would strengthen national belonging and unite Iraqis around a shared vision at a time when the country is in greater need of unifying symbols than ever before. Therefore, expediting the resolution of this matter is not merely a cultural demand, but a sovereign and national necessity that requires a courageous and responsible decision.
