Artificial Intelligence in Iraq and Developing Countries: Towards a Sustainable Development Strategy to Improve Living Standards and Enhance Public Services

The world is witnessing a developmental transformation driven by artificial intelligence technologies, which have become a key tool for reshaping economies and improving the efficiency of services. Modern AI relies on machine learning, deep learning, big data analytics, and cloud computing, enabling advanced solutions across various sectors. In Iraq and other developing countries, these technologies can support agriculture through smart water management and production forecasting, improve healthcare through early diagnosis and efficient medical resource management, enhance education through personalized learning and distance education, and strengthen governance through smart government services and anti-corruption measures. However, these countries face significant challenges, including weak digital infrastructure, limited data availability, a shortage of specialized skills, as well as ethical and cybersecurity concerns and the impact of automation on the labor market. Sustainable use requires establishing regulatory frameworks to protect data and govern AI applications, along with investment in data centers, telecommunications networks, and energy infrastructure. Building human capacity through curriculum development, academic programs, and continuous training is also essential to reduce external dependency. Balanced international partnerships and the adoption of cost-effective solutions tailored to local contexts are critical success factors. Experiences from countries such as India, Kenya, and Rwanda demonstrate the potential of AI to achieve tangible developmental impact. Iraq can leverage its human and financial resources, as well as its strategic geographic location, to become a regional hub in this field. Ultimately, artificial intelligence is not an end in itself, but a tool for advancing development, achieving technological sovereignty, and transitioning from technology consumption to the production of locally relevant solutions.
