About

Due to the importance of developing women’s leadership at Higher Education, enabling them to participate in the Decision-Making Process, and having effective presence in Committees & Leadership Positions, Ministry of Higher Education & Scientific Research has adopted programs related to Women Empowerment, in cooperation with Iraqi Universities as well as International Organizations, according to which Women Empowerment Department has been established at the Ministry according to the Ministerial Order No. 14 of 2021, being in accordance with the UN Security Council Resolution No. 1325. Accordingly, Women Empowerment Units have been created at all Universities and Formations affiliated with the Ministry as per the Ministerial Order No. 479 issued on 7th June 2021.

Vision of Women s Affairs

In its vision, Women Affairs Division aims to create all possible opportunities that would enable woman to become fully active in the Achievement of Sustainable Development at a Homeland where all her Constitutional Rights are guaranteed, in addition to enabling her to be quite capable of dealing with all types of challenges, and reinforcing her role at all Fields, Economic, Social as well as Political, being fully protected without any discrimination.


Mission of Women s Affairs

In its Mission, Women Affairs Division shall focus on the promotion of women skills & knowledge so as to be Effective Community Members and Efficient Leaders who would participate in Decision-Making, having a prominent role at the formulation as well as activation of any Strategic Issues, and thus meeting the Nation Requirements whether currently or later in the Future.


Objectives of Women s Affairs

The Division Objectives can be summarized as follows: 1. Increase of Women Leaders Percentage at the Ministry of Higher Education by mainly focusing on the promotion of Women Competencies & Achievements; 2. Development of Women Scientific Capabilities in the Field of Higher Education through the creation of all possible opportunities in which they would effectively participate at Local and International Conferences; 3. Active Participation of Women in the Economic Development through establishment and support of Entrepreneurial Projects & Technological Incubators; 4. Attainment of Global Community Support as well as Local and International Organizations to contribute in the implementation of United Nation Resolutions related to Women; 5. Increase of Community Awareness regarding Women Status and Rights, with permanent efforts to combat violence against women, and this can be carried out through conduct of more Courses and Research with Specialized Institutions; 6. Improvement of Women Image Quality in the Media at all forms whether printed, audio or visual; 7. Creative and Distinguished Iraqi Women shall be honored and awarded, in addition to producing Documentary Movies in which their Achievements are highly celebrated; 8. Provision of support to Young Female Researchers regarding their Distinguished Projects that would be selected by Specialized Committees; 9. Exerting all possible efforts to integrate the Gender Concept into the Ministry Plans & Programs.

Workshop Entitled: “The Legal Framework for Women’s Participation and Political Rights”

Based on the letter of the Babylon Governorate Office No. (41322), dated 24/9/2025, which included the organization of training workshops and under the direction of the General Secretariat of the Council of Ministers, the Head of the Women’s Affairs Division at Al-Mustaqbal University participated on 29/9/2025 in a training workshop entitled: “The Legal Framework for Women’s Participation and Their Political Rights.” The workshop, held at the Iraqi Media Network Hall in cooperation with Tammuz Organization for Human Development, emphasized the mechanisms of supporting women politically and highlighted their importance in the Iraqi Constitution. The workshop addressed several key themes, including electoral laws and women’s quota, as well as the main challenges facing Iraqi women in political engagement. This activity falls within the scope of Axis One, Paragraph One of the Executive Plan of the National Strategy for Iraqi Women (2025–2026).


Training Workshop Entitled: “Community Awareness and the Role of Cybersecurity in Protecting the Digital Identity of Iraqi Women”

Based on the letter of the Babylon Governorate Office No. (41322), dated 24/9/2025, which included the organization of training workshops and under the direction of the General Secretariat of the Council of Ministers, the Head of the Women’s Affairs Division at Al-Mustaqbal University, Prof. Dr. Sahira Qahtan Abduljabbar, participated on 30/9/2025 in a training workshop entitled: “Community Awareness and the Role of Cybersecurity in Protecting the Digital Identity of Iraqi Women.” The workshop, held at the Iraqi Media Network Hall in cooperation with Tammuz Organization for Human Development, emphasized raising awareness of electronic threats, enhancing trust in the use of modern technology, understanding the importance of privacy management, and reporting any threats to reduce cases of blackmail and defamation. It also highlighted key recommendations for integrating cybersecurity into educational curricula to foster digital literacy for women from an early age. This activity falls within the scope of Axis Five, Pillar: Protection and Prevention, Paragraph Two of the Executive Plan of the National Strategy for Iraqi Women (2025–2026).


Supporting Women’s Political Participation within the National Strategic Plan for Iraqi Women

The Women’s Affairs Division at Al-Mustaqbal University participated in the Forum for Supporting Women’s Political Participation, held within the framework of the National Strategic Plan for Iraqi Women, in cooperation with the Women’s Affairs Department in Babil Governorate, on September 14, 2025. The event was attended by the First Deputy, Mr. Alaa Ahmed Al-Aaraji, along with several representatives of civil society organizations. The participation came under the first pillar: Women’s Political Participation and Development. The discussions emphasized the importance of awareness campaigns to encourage effective participation in the upcoming elections, the development of a training plan to enhance the leadership capacities of women cadres, and the need to protect women from blackmail and threats of defamation or character assassination. Additionally, the forum stressed the importance of digital and media protection, monitoring digital platforms
